What you have to do is to look out for spies, or for enemies with strong religions. You can either opt for aggression, or use diplomacy to get control over the world. Developing your own technologies, using submarines for surprise attacks or using spies when necessary are just few of the many options available to conquer the world. You can also opt to be a gentle religious backstabbing propagandist to show your enemies that you a strategic genius. Nobody said it would be easy to dominate the World! You have to try hard as your enemies are none other than the biggest masterminds and biggest leaders of the world.
